Clark is not legally eligible to serve as SOD because he hasn't been out of the military long enough. You have to have been a civilian for at least 10 years.

...that a military person would have too much of the "War Mentality"...Rumsfeld certainly has shown that you don't need to have served in the military to have that going for you...
