in every military installation...every building. Who was this person at the prison? There had to be someone PRESENT and in charge inside the jail. So says my older brother.

These kids are going down as scapegoats when it should be higher ups that go down for this scandal..Where does the buck stop? That's where the blame lies...

2. Well, the buck should at least 'start' with the OIC.

Yet, I hear no one talking about this. It's not even a question..no matter is intel is present or not. There has to be an OIC and/or NCOIC present.
