UNITED NATIONS - With the United States abstaining, the U.N. Security Council Wednesday demanded that Israel halt the demolition of Palestinian homes and condemned the killing of Palestinian civilians near a Gaza refugee camp.


The decision by the United States, Israel's closest ally, to allow the adoption of a critical resolution reflected the Bush administration's displeasure at Israel's foray into Gaza.


The final vote was 14-0, with U.S. deputy ambassador James Cunningham abstaining.


The last time the United States abstained in a Security Council vote against Israeli actions was Sept. 24, 2002, when a resolution calling on Israel to withdraw its forces from Palestinian cities passed 14-0. The United States refrained from vetoing the resolution after language demanding that the Palestinians bring terrorists to justice was inserted.

but not much better.

Just heard Joe Biden say it should be vetoed.

Both parties are guilty of the wrong position.

GENEVA (Reuters) - The United Nations (news - web sites)' special human rights envoy for the occupied territories said on Wednesday that Israeli military strikes against a Gaza refugee camp were war crimes and a violation of humanitarian law.


"These actions constitute...war crimes...They also amount to collective punishment which violates both humanitarian law and international human rights law," said South African law professor John Dugard in a statement.


The envoy, who has often strongly criticized Israeli actions, said that the U.N. Security Council should consider imposing an arms embargo against the Jewish state just as it had against the apartheid regime in South Africa in 1977.


"The special rapporteur calls on the Security Council to take appropriate action to stop the violence, if necessary by the imposition of a mandatory arms embargo," he said.

Powell Rebukes Israel for Deadly Gaza Raid

WASHINGTON (Reuters) - Secretary of State Colin Powell (news - web sites) said on Wednesday Israel's deadly operation in the Gaza Strip (news - web sites) has made the peace process with the Palestinians more difficult, in the harshest U.S. rebuke to date for the raid.


"I believe the activities of the Israeli defense forces in Gaza in recent days have caused a problem and have worsened the situation and I think made it more difficult to move forward and get back in the peace process," Powell told reporters.


The Bush administration had previously called the operation "troubling" and urged Israeli restraint in an operation that has killed more than 30 people and prompted condemnation from the United Nations (news - web sites) and European Union (news - web sites).
