12. intentional (but lost the point due to his inarticulateness)
the use of the word (if said correctly) is to broadcast the idea that this is "for emergency" (as in "security" - ya right!). If he just repeated "reserves" (as in "back up") then the public would be asking - if its extra/reserve... why not release it - isn't this the type of time you use extra/reserve?

How can a national emergency call for another national emergency?

Even though it's a dirty job, we should not forget the paperwork

8. His apparent incoherence

may have less to do with a supposed inability to 'put two words together' than a process of mentally sorting through stock phrases and themes that he's been programmed with so as to avoid the danger of him 'speaking off the cuff'.

21. Just like Father Jack!
One of the characters in the hilarious British show, "Father Ted". Three priests exiled to Craggy Island off the west coast of Ireland: Father Ted is fairly sane, but had embezzled some parish funds. Young Father Dougal has a childlike attitude that is deeply disturbing. Father Jack is far gone in senility, shouting out "Girls", "Feck" & "Drink" at the most inopportune times.

It seems that 3 bishops will visit to sanctify a holy relic. Ted drills Father Jack incessantly to memorize 3 new terms: "Yes", "No", & "That would be an ecumenical matter." All appears to be going well until Jack snaps under the strain. One of the bishops departs looking quite uncomfortable, bent over--it appears that Father Jack has inserted the holy relic in a most uncomfortable place.

So, when will Bush snap? Who will get it in the end?

Stay tuned for the next episode. But this show is not funny at all.

51. Held for military use and other top level
That way when Bush throws WWIII we would have fuel in reserve and not have to count on outside sources (ehhh,at least for a week or two) for gas.

The Repigs pissed and moaned when prices shot up during Clintons last year. He released some oil for the SR just to shut their asses up. There was no fuel shortage, just Bush having his Oil Buds phony one up to show that Clinton and or Gore had no energy policy.

40. Because he loses either way
If he doesn't debate, he'll take a hit, however small, when he's derided as a dumbass chickenshit.

Of course, a debate with anybody, let alone Kerry, is a minefield for him. I expect he'll agree to no more than 2 debates, gamed to the nth degree with procedural restrictions that work to his advantage. At the very least, he'll have a chance of actually coming out ahead, a la Gore. And, as you said, he's delusional, arrogant, misguided...

Honest to god there is a direct link. This is the shithead that his propaganda guys pumped into Woodward as the great, strong, only leader of this nation. NOOOOOOOOOOO. He is a little freak who was put into office so that the real powers of this country could jerk around and get their agenda stuffed down the throats of Americans. a They pumped him up. They tell him he is the the second son of God. They flatter the jackel and he struts....ohhhh how the jackel loves to strut. But no one knows how to handle the jackel when he sees he is being rediculed, questioned, and shit upon. The jackel still has to be thrown out there at pre-determined campaign stops. But he is depressed and when one is depressed, one finds it very hard to put a thought together. This nation is in danger right now...we have no one in command.

46. He's pissed 'cuz he's been outflanked!
Filling the petroleum reserves was part of a classic BushCo "pump and dump" scam -- pump the reserves full of petrol and dump them into the markets sometime late summer. Gotta give the Dems credit, they saw this and got in front of it, demanding that Bush release some of the oil to help reduce the consumers' price at the pump.

Bush got punk'd, and he is pissed-off, sputtering, and rambling (more than usual)!
