BBV: Now this is what I call legislation....
Be it enacted by the People of the State of Maine as follows:

http://janus.state.me.us/legis/LawMakerWeb/externalsiteframe.asp?ID=280012037&LD=1759&Type=1

Plain english, sensible and oh so sweet...

"All voting machines in the State must produce a
physical ballot, equivalent or superior to that of a hand-cast
ballot, that unambiguously reflects the intent of the voter and
that each voter shall personally review and deliver to an
official ballot box. "

"The State shall attempt to recover from
the vendor or manufacturer of voting machines costs to the State
and municipalities for any recount that has been triggered by a
discrepancy in a random recount under subsection 1, unless the
cause of the discrepancy is shown to be due to negligence or
malfeasance on the part of state agents or employees "

"The mechanisms and computer software by which
any voting machine tabulates, transmits or stores the votes must
be fully accessible to the Office of the Secretary of State and
agents of that office.__Any computer software relating to such
voting machines must employ an open-source operating code that is
fully accessible to the Office of the Secretary of State and
agents of that office. "

4. The bill went "under the hammer" which means there were no objections
If I remember correctly, the one dissenter of the Comm who oversees that particular title section deceided it was not worth his political capital to fight a losing battle.

Therefore, it went under-the- hammer in both bodies which means no one in either the House or Senate objected. I can't rightfully take credit for it personally but am proud that (once again), we here in Maine have taken the lead on an an important issue. I of course supported it though.

Maine's motto is "Dirigo" which in Latin means "I lead" :-)

8. 90 days from when the Gov signs it
Edited on Sat May-22-04 05:18 PM by Maine Mary
I'm too tired (and) lazy to go back and look, but my guess is that he has already done so; and if, not will soon... plenty of time for the Nov. Election.

12. Maine has publicly funded elections
Doesn't allow corporations to buy its candidates.

This is a good example of why that's healthy.

13. I did some work on this legislation
...with Hannah Pingree, the sponsor. It was terrific work!

I'm proud of our Legislature for passing this. Wish I could say the same for the budget issues but that's another story.
