They are celebrating the Army's birthday.

As for who is who, the hand isn't that of Rice. Her hands are thinner and her fingers longer, then Wolfowitz, possibly the Chief of Staff of the US Army, Rumsfeld, Cheney, the arm next to Cheney is that of the CSM of the Army, then the last one is also an Army senior NCO.
