Oh Jeez the Bushism of Bushisms, be prepared to laugh.
Bush was discussing the economic recovery and we all know how tax cuts are a the foundation of his plan:

A tax cut is really on of the ANECDOTES to coming out of an economic illness.

I was reading Craig Unger's Book "House of Bush House of Saud" and he cited a few examples. Here are some more.

In Iowa he explained the dangers of foreign policy:

When I was coming up, it was a dangerous world, and you knew exactly wh they were. It was us versus them, and it was clear who them was. Today we are not so sure who the they are, but we know they're there.

There are more mistakes in that above quote than words.

And another that many of us have seen:

Rarely is the question asked: Is our children learning?

And:

We must all hear the universal call to like your neighbor just like you like to be liked yourself.

Bush's ignorance is certainly ENDURING, but is it endearing?

I realize some people more or less celebrate ignorance and boorishness, and look with suspicion on articulate speakers with nuanced positions.

But do we really want CUTE? We can get cute at the nursery or petting zoo. We don't need "cute" in the Oval Office and before the world. It's not going to be cute if we fail economically and can't maintain our long-term alliances.

It's even more ridiculous than a mere malapropism; the statement is precisely the opposite of what he's trying to say.

Hear me out; the quote is: "A tax cut is really on(e) of the ANECDOTES to coming out of an economic illness." By saying this, he's saying that a tax cut is an antidote to curing (coming out of) economic illness. He's saying that tax cuts prevent one from curing economic illness, when he means to say that they are some panacea.

The complex extreme idiocy of this guy keeps one from even keeping track of it all. It's funny enough to call it an anecdote, because it sounds like a tall tale or a baseless quip, but this is hysterical.

I think one of the first things most kids do, is learn their native tongue. This speaks for any child in any country. He is from a far distant place so far removed from humanity that we will never figure out where this planet is. He is not from a heavenly body (even though he thinks he is) as most people believe perfection lies in this dwelling. He possibly could be from Hell but it appears to me that even demons could speak better. I can think of only one good thing to say about this alien. He is not my son, brother, child, or blood relative of any shape form or fashion, unless of course I am somehow related to a rock. I cannot say the same for Zell Miller. I think they may both be from the same planet.
We need not to study this species any further. I sincerely hope we can just send them away and never ever have to be part of their really good aptitude at invasion of the body snatchers. We do know one thing for sure about this species. They love war and destruction, the cannot tell the truth, they are loyal to no one, cannot coherently speak, and they cannot ride bikes.

This seems like a double malapropism. If he had used the "correct" word (antidotes), the sentence would still be screwed up, stating the opposite of what he intended. An antidote to the "coming out" sounds like a perpetuation to me. Thus a tax cut perpetuates the economic illness, which is a true statement. So Bush stumbled into a seldom-heard true statement using a double malapropism, somewhat like a double negative.
