Will Bush use his speech to the nation to talk about other issues....

Will Bush use his speech to the nation to talk about other issues....
other than Iraq? Such as how "great" his economy is doing because of his taxcuts, etc...Or how we would have been much better off right now if Congress had passed his energy bill, etc?? If he does, Kerry should ask for equal time. And why are some of the networks refusing to air his speech??
