He looked like he was really out of it to me as he rambled on reading lie after lie on the teleprompter.

3. Wernicke-Korsakoff syndrome
..is global neurological damage that happens after a long period of heavy alcohol abuse. Slurred speech is only one part of this syndrome. Poor balance and poor memory are others.

He was probably not drunk. He will just sound drunk for the rest of his life.

8. my other vote pertains to my suspicion that
he was mentally exhaused from attempt to put together a jig saw puzzle. It only had three or four pieces, too.
