City Council President L. Harvey Smith will be acting mayor until the City Council convenes to select a new mayor, Cruz said.
A former U.S. marshal, Cunningham became Hudson County's first African-American mayor in 2001 when he defeated then-City Council President Tom DeGise.
A lifelong resident of the city, Cunningham was a former Marine, a Jersey City police captain and homicide detective. He was first elected to the Jersey City City Council in 1981, and became City Council president in 1985. He was also a former county freeholder. He was a graduate of Snyder High School and Jersey City State College.
After running unsuccessfully for mayor in 1989 against Gerald McCann, he served as Hudson County director of public safety. He served as New Jersey's U.S. marshal for four years and resigned from that post to run for mayor.

Last June, he defeated Councilman Harvey Smith in the primary for the Democratic nomination for state senator and won the post in the November election. He filled the seat of former state Sen. Joseph Charles, who had resigned to become a judge.
