Mad Cow (or v-CJD) also has global symptoms, but the deterioration is much more rapid, the behavior even more erratic, and the demise usually within months of the appearance of symptoms.

Wernicke-Korsakoff can be treated somewhat, but only if the person has quit drinking. The balance and walking disturbances can be effectively treated with high replacedment thiamine doses; the cognitive impairment is permanent.
