Senators approve fines for absent 11
Democrats given 2 days to return or pay thousands in penalties
AMERICAN-STATESMAN STAFF

Tuesday, August 12, 2003

In an unprecedented action in a Texas Senate that has seen everything from filibusters to near-fistfights since it first convened in 1846, Republican senators on Tuesday voted to fine their Democratic colleagues who fled to New Mexico to block action on congressional redistricting.

The Republicans gave the Democrats 48 hours to return. After that deadline, the fines will be $1,000 for the first day, $2,000 for the second, $4,000 for the third and $5,000 for every day after that.

3. Bullying, plain and simple
Edited on Wed Aug-13-03 02:38 PM by Dob Bole
Dems are saying it is an illegal action, but with only one Dem Senator in the chamber, it's pretty hard to overrule. Does anybody know how many days are left in this 2nd special session?

On Edit: Spelling error

12. In Today's paper
Gov. Perry said he'd call a third session immediately following the second, and would keep calling them until "the work in front of the legislature is finished."

14. just on local "Faux" news-
The grandchildren must have changed the station on the TV, as this is not my choice of stations, but I was walking through the living room when I noticed a report on the news showing Fox news reporters trying to interview Tom Delay about the Texas Democrats and he's walking quickly down a hall with a bunch of guys around him and gets on the elevator. The reporters or yelling questions about the charges regarding his role in the search for the Democrats. One of the reporters tries to get on the elevator and is blocked by one of his "men." The man told them to go away and the elevator doors closed in their faces. The announcer is not supporting him! It was said that DeLay had answered one question (I missed the beginning of this report) and that Delay had only said that there were less democrats now in Texas, but more in New Mexico. CST 5:15 p.m.

2. Where do I sign up to contribute to the appeal fund?

4. I thought they needed a quorum?
How were the Repubs able to levy these fines, without a quorum to make it binding?

5. An excellent question.
Apparently the Senate is ignoring its rules right and left. But when you're a Republican, the rules really don't matter much.

I'm looking forward to seeing Sen. Royce West (a very large, imposing man) shove the request for payment of fines up someone's ass.

7. Lawyer?
That is a good question. Maybe through some committee, or maybe a recall, or a Fair and Balanced lawsuit, perhaps?

8. I believe this is in litigation now.
I know there's a suit pending on the special sessions. The Governor is only supposed to call them for emergencies, and I fail to see how redistricting qualifies.

9. It would be nice...
if a court decided that the redistricting special session should NOT have been called, it wasn't an emergency, and the Republicans and Rick Perry were forced to reimburse the state of Texas for the expense of calling it.
