Why does Bush keep using the term "Wakeup call"

Why does Bush keep using the term "Wakeup call"
He said this after 9/11, he said this referring to Saddam Hussein. I hear him use this reference so many times, recently, he said this referring to the blackout. How many wake up calls are we going to get during Bush's term?

he seems to be using this as another shot at ANWR with all his talk of how we must wake up and not be as dependent on foreign sources of energy...

16. Well, are you a betting person?
I keep thinking they are going to try to connect the Eastern power failure to the need to drill in ANWR. I know there is no connection, but neither was there a connection between Al Queda and Iraq.

As many as it takes for him to inflict total 'terra'into the hearts and minds of 'Muricans' and declare himself Dictator for Life. The blackout was a trial run for the Nov election in '04. See how well it worked and how freaked out us 'Muricans' were and then 'blackout' the '04 election! No need to declare Martial Law or steal it! Just cause a major Nation wide blackout! Wake up call indeed! Time to get the hell outta Dodge, me thinks!
