So let me get this straight...
1. Saddam was deceiving us and the UN for 12 years and trying to hide his WMDs, even up until the actual war started.
2. But, he sent out double agents to spread the word that he did have WMDs, just to confuse us.

I believe there has been a coup of sorts right here. Neocon dominated military think-tanks studied the efficacy of coups during the Clinton era. They called it Revolution in Political and Military Affairs/RPMA

Chalabi and Iraqi dissidents who were leaving the country were telling us he had WMD...in order to get the US to remove saddam from power so they could fill teh vacuum...which they have now done...so basically bush and the PNAC people had the wool pulled over their eyes. It would be funny if it weren't so criminal. They never questioned the integrity of these people? Chalabi's indiscretions are pretty well documented but didn't it ever occur to anyone in the BFEE that these guys might have an agenda of their own? I'm sure it did, but they provided a nice excuse for the BFEE to seize control of Iraqi oil (which anyone who thinks they'll allow the UN to move in an take control are simply deluding themselves).

Notice how every quote is untracable. No one wants to take credit for this horse shit story. They want us to believe that they were tricked into believing that Saddam had WMD.

I think it depends on which administration types you're talking about. I don't see it more that Chalabi was a useful tool to an end rather than the villain who pulled the wool over the administration's eyes. Call me a cynic

I just reread my post and it didn't make sense. I meant most admin types weren't fooled but it was politically useful to appear fooled. What kind of crazy world is it where our leaders want to appear foolish :P

Most likely , Iraqi dissidents told them exactly what they wanted to hear to justify an invasion. They were duped, used, played like a cheap fiddle by these people. An administration of morons.
