Any experts on 527 law here?

During the past campaign season, how did the law go from:

no 527 ads within 60 days of the election

to

527 ads ok within 60 days if paid for with rich individual's money, but not corporate or union money

?

Is there anything in the statute which made the latter a reasonable interpretation, or did the FEC pull that out-of-thin-air?
