Did you know there is a fear gland? The amygdala!

Researchers began to find evidence that the amygdala was involved in the emotion of fear in the late 1930s. Monkeys with damage to the brain cluster and surrounding areas had a dramatic drop of fearfulness. Later, studies showed that rats with targeted amygdala damage would snuggle up to cats. For years, however, an understanding of how the amygdala fit into a brain system to process fear was unclear.
Then starting in the 1970s some scientists began using precisely controlled study designs to systematically map the brain's fear system. Research in rodents revealed brain pathways, centering on the amygdala, that were preprogrammed to respond to danger.
Accumulating revelations about this fear system led researchers recently to examine the human brain's response to fear with imaging studies. One study showed that pictures of frightening faces initiate a quick rise and fall of activity in the amygdala. In the future, scientists believe imaging techniques may help determine the course of treatment for disorders involving a malfunction in fear processing. For example, a person with an extreme fear of germs who continuously washes, known as an obsessive-compulsive disorder, often goes through months of behavioral therapy. The idea is to train the person to learn to overcome their fear. But what if imaging tests show that the amygdala is continuously active and does not diminish its activity over time as it normally would to a fearful stimulus? This could signify that the area is defective and a lifetime of therapy designed to alter behavior would not be able to stifle the fear response. In this case, drug treatment alone potentially may hold more benefits.
Currently, researchers are further deciphering the fear process in humans. They hope to determine the effects of age, gender and illness on the system

I'll reserve judgment on whether removing one's ability to experience fear and anger would have much in the way of positive use compared to the potential for horrific use it would have in manufacturing sociopaths and assassins.

CHAPTER XVII
Concerning Cruelty And Clemency, And Whether It Is Better To Be Loved Than Feared
COMING now to the other qualities mentioned above, I say that every prince ought to desire to be considered clement and not cruel. Nevertheless he ought to take care not to misuse this clemency. Cesare Borgia was considered cruel; notwithstanding, his cruelty reconciled the Romagna, unified it, and restored it to peace and loyalty. And if this be rightly considered, he will be seen to have been much more merciful than the Florentine people, who, to avoid a reputation for cruelty, permitted Pistoia to be destroyed. Therefore a prince, so long as he keeps his subjects united and loyal, ought not to mind the reproach of cruelty; because with a few examples he will be more merciful than those who, through too much mercy, allow disorders to arise, from which follow murders or robberies; for these are wont to injure the whole people, whilst those executions which originate with a prince offend the individual only.

And of all princes, it is impossible for the new prince to avoid the imputation of cruelty, owing to new states being full of dangers. Hence Virgil, through the mouth of Dido, excuses the inhumanity of her reign owing to its being new, saying:

Nevertheless he ought to be slow to believe and to act, nor should he himself show fear, but proceed in a temperate manner with prudence and humanity, so that too much confidence may not make him incautious and too much distrust render him intolerable.

Upon this a question arises: whether it be better to be loved than feared or feared than loved? It may be answered that one should wish to be both, but, because it is difficult to unite them in one person, is much safer to be feared than loved, when, of the two, either must be dispensed with. Because this is to be asserted in general of men, that they are ungrateful, fickle, false, cowardly, covetous, and as long as you succeed they are yours entirely; they will offer you their blood, property, life and children, as is said above, when the need is far distant; but when it approaches they turn against you. And that prince who, relying entirely on their promises, has neglected other precautions, is ruined; because friendships that are obtained by payments, and not by greatness or nobility of mind, may indeed be earned, but they are not secured, and in time of need cannot be relied upon; and men have less scruple in offending one who is beloved than one who is feared, for love is preserved by the link of obligation which, owing to the baseness of men, is broken at every opportunity for their advantage; but fear preserves you by a dread of punishment which never fails.

All the thugs are fear driven. Fear and ignorance lead to hatred, especially when you've been given permission to hate groups that have been identified for you.

Just think of breaking that up by decreasing the constant state of fear. They'd laugh at Asscrack and Ridge and their kiddie Crayola terra alert system as much as we do. Shoot, deprived of all that fear that makes them suckers for hate speech, they might almost turn out to be human.

But it still comes down to controlling the amygdala! If we learn to control it we rule the world!!!!lol
