Deep divisions over the war in Iraq and intense voter registration drives pushed the 2004 presidential election turnout to 60.7%, the highest level since 1968, the Center for the Study of the American Electorate said Friday.

1. What EXACTLY is wrong with the 78 MILLION who did not vote
but who were eligible?

As the article points out this is more than either candidate received in votes.

Shameful, isn't it?

2. they don't believe it makes a difference in their lives
Many see both parties as in the pockets of corporate America, and no matter how they vote, they're screwed. I disagree entirely with their failure to vote, but in a way I can understand it. When the Democrats adopt a message and policies directed at the interests of ordinary voters, turnout will increase.
