First, he tries to deny he said it, or at least that wasn't what he meant.

Then he can't weasel out of it, so he apologized.

Then he's wanting to just act like it didn't happen. Just immediately forget it. No way in hell would he do that, for Clinton or anybody else who wasn't a Republican.
