At least to the extent that they want some portion of the 20B to be loans as opposed to just a check.

Chinks in the armor ? At least some of them want to put some sort of curb on the spending spree.

1.  You're hopeful because some want LOANS??????
Nothing like LOANS to keep them under our heel for the next 100 years!! Then if they default, we seize their assets!!(The puny amount of money per barrel they will make under the skewed contracts we give out.)

THOSE REPUBLICANS ARE SUCH COLONIALISTS!!

Right. Just lip service. Want to look as if they are really pondering the question about the money. In the end they will be in lock-step with the WH.
