Not sure what it means, but if Hillary Clinton had filed papers, they would be listed.

Here's the similar page for Carol Mosely-Braun, with pdf's of the statement of cadidacy papers.

After reading the Wired.com link it appears that this is a quirk of the electoral process and not an indication that Hillary is running for president in 2004. As such, it's not breaking news, so I'm going to move it to the GD forum.
