try things like "auction regulations" or "auction law"

You should be able to find a reporting agency.

Find the licensing agency and let fly! Alternatively, tell us what state you are in and we can look.

Many municipalities within the State do require it.

If so, that is the place to start. If a crime was committed, you need to call the police. I would suggest that if you feel wronged by an auction company and your state licenses auctioneeers, you should tell the company you will file a complaint if they do not rectify the situation. In Indiana, for example, auctioneers are licensed and the state auctioneer commission has a mechanism for sanction and for recovery.
