Cops know it when they see it and they will arrest you. When he's not holding his mouth like this, he's gesticulating madly - like a cow.

He is DEFINITELY under the influence and it's shocking with all the rehab people, drug users, cops and doctors that no one is commenting on this obvious advanced-stage addict.
