How To Stop The #1 Abuse of Executive Power

Nixon did it...Cheney does it on a regular basis. Cover-up improprieties (crimes) by building the instant, impenatrable wall of "National Security" and "executive privledge". Congress can't get past this wall, Circuit Court judges are appointed by the executives - instant conflict of interest. We have to hope for a deep throat to come along if we ever want to get the truth about something.

So how about this idea:

A panel of SCOTUS-appointed Judges with top-level security clearance - nonpartisan and working independently - which reviews controversial & potentially incriminating information deemed "classified". Individual members of congress could use the panel. The (let's call it) Judicial Security Council would review the disputed information, and vote to declassify all or part of it.

We could use this for many things that we're in the dark about:

9/11 Report (28 pages)
Cheney Energy Committee
Gitmo
etc, etc.

Haven't figgured out the specifics, or any unintended negative implications about such a Council. Any thoughts?

Bush administration? Think carefully about that idea for a moment - I'm sure you'll see a little flaw in it.
