He basically said that although we have poured money into Iraq's infrastructure (while cutting the funds for our infrastructure here at home), a billion a week, we still haven't found a way to restore the water and electricity capacity to these cities that we destroyed with our bombs. There's still kidnappings and terror attacks . . . most of the reconstruction money can't be accounted for . . .
But, we're making progress, he says, and we're proud.
