he knows when the cameras are near. He quickly pulls out his best smile for the reporters.

"Smile, say Cheese!".

Rove knows that it shows confidence to smile. Just like he told Scooter Libby to smile as he was hauled out of the White House. It's just an act. When the cameras turn away, he goes back to his panic-stricken reality....
