You didn't hear the show where he explained it. I remember it clearly, he said that he was joking and he doesn't advocate using nuclear weapons. He was also making an off-hand comment about people who want to "wipe out the middle east" but want to get more Americans killed doing it. Howard did constant free advertising for Fahrenheit 911 and had Michael Moore on his show.
