Rice assures Europe that, with respect to torture, the adminstration

will pretend to be surprised and dismayed each and every time it is uncovered.

"We are shocked, shocked to find out that there is torture occuring at our secret, CIA prison created for the sole purpose of being beyond US law or any scrutiny. Round up the usual enlisted men for courts martial!"

5. I don't even think the admin. is trying very hard to seem sincere.

I think half of it is an implicit message of "we don't even HAVE to come clean with you, we are the US and you aren't".

There's a Bush pic of a speech and his balloon reads, "I'm lying right now and there's nothing you can do about it!" I think that's in part what's going on.
