Happy Birthday, Bill of Rights!!!

Today's vote in the Senate against cloture on the Patriot Reauthorization Act was just about the best present we could give you, wasn't it. (We knew what you wanted for your birthday!)

...oh, sorry we were just a day late*. Were you worried that we had forgotten you?

*The completion of the ratification of the Bill of Rights occurred on December 15, 1791.
