The spying was done by the NSA...
Condi Rice was in charge of the NSA when the spying began. She is as guilty in all of this as Bush is. She was responsible for instituting the directive from Bush to do the spying without warrants.
We don't have to worry about her being in succession to the "throne" when Bush gets impeached. She should be being impeached at the same time.

NSA is under the auspice of the Defense Department.

6. The director of NSA is a three-star general or admiral
It's a rotating appointment among the four Defense Department armed services.

NSA also has a "power behind the throne." The Deputy Director, NSA, is the guy who actually runs the place. He's a civilian. I'd have to go to the NSA website to find his name, but the D/DIRNSA has been working there for well over 30 years.

3. CORRECT. NSC does not equal NSA
The NSA employes many thousands, has satellites and dishes dotting the globe, and listens to all e-mail, faxes, websites, phone calls and cell calls. They have more computing power and storage (estimated) than the rest of the world put together. it is unknown how many top of the line supercomputers they have, but it is rumored that they can break any code, anytime, from anyone.

The NSC was the political arm created a few presidencies ago, with NIxon having Kissinger having both SecState and NSC offices. It provides political and intel analysis and advice, presumably because the CIA, State, DOD, INS, DIA, FBI, ATF, were incapable of doing so.

Funny, who bothered to blame COndi when her duties put her incharge of NSC at 9/11?
And who bothered to blame her the first time she was put in charge of Iraq reconstruction?
And who will blame her now, that she has that duty again?
