Something feels creepy about this........It could be benign and I'm just "itchy" when I see repugs up on the floor at 12 Midnight before a Holiday week during a lame duck session...

WASHINGTON — House Republican leaders worked late tonight on a bill that would open the Arctic National Wildlife Refuge in northern Alaska to oil and gas exploration.

The GOP leaders had to quell a rebellion of moderate Republicans to pass a Defense Department spending bill that included language that would grant energy companies access to what's believed to be the largest, untapped oil deposit left onshore in the United States.

The real battle could come this week over in the Senate, where Democrats have vowed to try to strip the drilling language from the legislation

19. Katrina relief also in the defense appropriations bill
http://www.sunherald.com/mld/sunherald/13438652.htm

JACKSON, Miss. - Congressional Republicans have come to a hefty hurricane relief agreement, Sen. Thad Cochran said Sunday. Cochran, R-Miss., chairman of the Senate Appropriations Committee, said that he has negotiated a deal to provide more than $29 billion in federal funds for areas affected by Katrina and other storms from this hurricane-rich season.

"This is a big victory for Katrina disaster victims," Cochran said. "This legislation will accelerate and improve the recovery from the damages caused by the hurricanes." The White House initially requested $17 billion in hurricane relief. Cochran's request sought more relief for the Aug. 29 storm, including: $11.5 billion for community development block grants; $1.6 billion for K-12 schools; $95 million for higher education; and $125 million for state and local law enforcement.

Hurricane relief funding came from previously appropriated FEMA money and from cuts to the 2006 discretionary spending budget. The House and Senate will consider the spending measure as part of the regular Defense appropriations bill. The Republican-controlled Congress worked through the weekend, battling over year-end bills to trim the deficit, aid victims of Hurricane Katrina and pay for military operations in Iraq.

Gov. Haley Barbour has spent much of the past two weeks in Washington in an effort to coax as much money as possible from national lawmakers. "Over the last few days, agreements have been reached in Congress on important initiatives to help the Mississippi Coast and South Mississippi recover and rebuild from the devastation of Hurricane Katrina," Barbour said in a release. "Today (Sunday), conferees from the House and Senate agreed on an unprecedented $29 billion relief package whose development was spearheaded by Sen. Thad Cochran."

It's a shame the Democrats didn't do anything to help Katrina victims :eyes:

drug company indemnification. 45 pages inserted by FRIST. he demanded it be included in the report after the conference was told it wasnt.

How can we be sure this nonsense isnt happening right now?

"HOW LONG IS THE BILL"?
I intend to demand that EVERY bill be read in it's entirety.

Operating under some very strange rules right now, saying that items being inserted after conference reports are finished.

POMBO: I understand your frustration.

OBEY: what does not happen is that the leadership does not abuse it's power routinely to alter conference reports.!!!!

I saw the exact same thing. Those look like my notes. :)

Pombo deliberately misunderstood Obey's questions...it's not about his 4 page duck bill, and he knows it. It's about the deceit going on behind the scenes with added pages and lies in conference. Republicans are altering conference reports. Lying thugs! They can NOT be trusted.
Frist is a proven liar. They just lie and lie until they're caught several times and then they lie and lie some more.

by sprinkling enough money around the appriations bill to buy off those against it.

45 pages of language that was NOT going to be included, but WAS.

instead they get access to an EMPTY compensation fund.

Sweet,You have to lobby congress in order to provide compensation for your loss.

102. Vote on the rule, is a vote to drill in ANWR
Edward Markey: not in the house, not in the senate bill, this provision has been added to the defense appropriations bill. A Cant pass measure has been added to a, must pass measure in order that the republicans give a huge gift to the oil industry.

Now after the oil companies have registered 100 billion dollars in profits, ...
the republicans waving all rules in the house, have slapped this bill onto the appropriations bill.

"What are they doing? they are attaching an OIL AMMENDMENT to drill in the arctic wildlife preserve"

"This myth that republicans dont fight wars for oil, ... is finally put to rest once and for all, since members CANT vote up or down whether they want to drill in ANWR"

RE: soldiers in IRAQ, if the rules committee will bring a bill down here without ANWR, it would pass.

drug companies got stuff added, oil companies got stuff added.

if you think that if we vote this down, that it wont be in the next bill, they will put it right back in.

so we reach this point where the house and senate majority are contortiing the rules of the house for generations.

...

In order to preserve the integrity of the rules of the house, to give full consideration of the rules, I URGE A NO VOTE.

A Fund for avian flu ??

nobody will be able to collect from the fund, it gives indemnity for any vaccine makers.
the plaintiff will have to prove "willfull misconduct" causing death or serious injury.

however a mfgr is assumed to be innocent of misconduct IF they have followed the health and human services rules. That determination trumps the plaintif.

106. The Congressional record, but
what you see here on CSPAN will probably not match what you read in the record. Before each speaker talks, they ask for unanimous consent to revise and extend their remarks, which is always granted. So Duncan Hunter, for example, could put into the Congressional record that he told Kucinich that ANWR was still in the bill, even though he's on video saying it wasn't...
