bamboozled for decades into staying well-behaved despite being exploited as natural resource workers, many folks in WVA and other "red" states have been conditioned not to tell people with material power to fuck off when they come to consume, but rather to wave their flags, feel their heart go pitter-patter, and do what they're told, cause after all the mine owner could leave and then where would we be (even if the mine's long closed, the mentality hasn't left). Occasionally there are exceptions like when exploitation becomes egregious and labor agitation wins some concession, but on average, these people play their role in the transaction of creating a docile and cheaply remunerated workforce.
