Naive question re: wiretaps

I was wondering if this might be a way to move this matter forward...

Can people use FOIA to determine if they were victims of *'s illegal wiretaps?

If so, do they have any recourse to file suit against the government for violation of civil rights (and specifically to name * in the suit)?

Perhaps even a class action suit?

Please forgive my lack of sophistication in these matters, but seems like a good way of attacking this issue.

1. No--FOIA can only acess declassified info

and Shrub's little racket is still classified
