The Federal Emergency Management Agency decides who gets the reimbursements. Bush said FEMA's system is flawed during a visit Wednesday to Miami.
"They take an average price and they reimburse," Bush said. "That doesn't make any sense. They ought to reimburse based on receipts."
The governor discussed the program last week with Fran Townsend, who advises his brother, President Bush, on disasters. "We follow the FEMA rules and if we don't like them, we have two options: One, ask them to change their rules, which we've done," Gov. Bush said. "Or, two, if they don't, to maybe not participate. We'll make that decision before the next hurricane season."
