We need to put a timeline on Wolfowitz's trip to Iraq
First he goes to Tikrit in a blackhawk. Within an hour of leaving a blackhawk blows up. Were there any other attacks in Tikrit during that timeframe? Then he goes back to his hotel and his promptly targeted by rpg missiles. He is unarmed but apparently very shaken.

Where else was he?

BAGHDAD, Iraq - In a daring strike, insurgents attacked the heart of the U.S. occupation Sunday, unleashing a barrage of rockets against the Al Rasheed hotel, where U.S. officials live and where visiting Deputy Defense Secretary Paul Wolfowitz was staying. Wolfowitz escaped, but an American colonel was killed and 15 people were wounded.

I'd have said it was the US soldiers who were trying to frag wolfie.

I think the military hates that warmonger.
