Heads Up - House about to take up Iraq/Afghanistan $87 billion
Edited on Thu Oct-30-03 09:57 PM by goobergunch
The House is now debating H. Res. 421, the "martial law" resolution (one hour of debate).

ON EDIT: Adopted.

Following this resolution's adoption, the House will go to H. Res. 424, providing for the bill's consideration (one hour of debate).

ON EDIT: Now being considered.

Then, the House will go to the bill itself...one hour of debate, no amendments in order.

Here's the text of the conference report:

H.R. 3289
Explanatory Statement

House action can be followed here or on C-SPAN 1.

"conference committees are becoming the black hole of the democratic process"

I started a thread on this over in media but I'll defer to GooberGunch who's brave enough to enter GD. :-)

Anyway, highlights from the day in the House:

there have been mini-revolts all day & many of them have come from repugs directed to "my leaders." Rep. LaTourette (R-OH) made an impassioned speech about the process being followed in the FAA re-authorization. Then, Pombo (R-CA) and Hayworth (R-AZ) led a successful revolt against the Interior funding bill because of offensive provisions inserted by the WH re: the Indian trust lawsuit.

Now they are trying to ram through this Iraq emergency appropriation. Add to this that they started the day with the gun scare and endless motions to adjourn because the Dems were already fighting mad.

They are voting now on the rule, after what passes for HOuse rules debate these days, i.e., the repugs don't even show up or say anything to TRY to justify how they are handling the House.

5. Haliburton & others
I'm just wondering on the legitimacy of the contracts for rebuilding Iraq. As far as I can see it reeks of cronism, but yet I haven't heard of anything that can pinpoint any violation of a federal cntract law etc.

Is it on the level? Was the tender stage within federal guidelines?
