1. adobe photoshop
It's rather pricey and can be complicated, but, it's the best image handling software I know of that's on the market.

4. If you want to resize for email
try Photomail. It has a few basic tools that make sending images very easy.
Another is Picasa, an image organizer that automatically resizes images for email transport.

I know, that isn't its purpose -- but if you happen to have PP, try pasting in, resizing, and cutting and pasting the resized pic.
