How do you find out who someone is by their ISP number?

I am curious as who is bugging the crap out of me on a different message board. I would at least like to find out the area it comes from. Any ideas how you would go about doing that?

2. I think you can track people to an ISP

by looking up their number on something like WHOIS. You may be able to look up registration information about website owners. Maybe someone can check your information against information from another site - thus tracking your number. However, I don't know that someone can track your personal information (name, date, etc) just from an IP number.

5. I think only the ISP has specific info about the IPs

--translation: the Internet Service Provider has the specific info about the specific computer that is hooked up to it but they won't divulge that without an act of congress, so to speak. I complained to an ISP about a harasser; they replied that they were investigating but advised me I would never learn the outcome because of privacy issues. An ISP will tell you the name of the provider and maybe also the region of the country, as many IP codes include an indicator like "ny.rr"--meaning New York, Road Runner ISP.

6. Tracking a person by IP

If a person is using a static IP address you may be able to track them to a general region. From there a bit of detective work can track the individual down. If they are on a dialup its a bit more problematic.

If they are seriously harassing you what you need to do is make a record of their actions and make sure you time and date stamp them. Then send the record to their ISPs abuse or complaint dept and they may be able to cancle their account (if the offense is bad enough).
