When and where is the German Flag with the Bundesadler flown?

2. It's the Federal Service's Flag ("Bundesdienstflagge")

So it will be flown in front of Federal institutions, (President, Federal Chancellor / Chancellery, Federal Ministries, Federal Police, other Federal Institutions). The Flags used by the Navy and the Army are minor variations of the Service Flag.

I don't know if the Federal Assembly will fly it, but I think so - usually Parliament flows the normal Federation Tricolor.

Flying the Service Flag is actually illegal, unless you happen to be a Federal Institution ;-) .
