Have admins announced what's the criterion for turning red states blue?

Re: the fundraiser graphic. When I came on twenty minutes ago, only Washington was blue; now Minnesota is, too. I'm guessing they divided up 1,000 contributions among the states on a pro-rated basis and any state that makes it turns blue, but that's a pretty wild guess.
