maybe I'm thick, but what does the blue states in the donation ad mean?

I looked around trying to find the answer, and it seems everyone else has some kind of intuitive knowledge about it... why are states turning blue? I'm sure it's based on number of donations, but by what further criterion is the decision made to make it a blue state?
