It's a shot in the dark, but...

does anyone know anything about seaman's passports.

Yeah, yeah cut out the smutty jokes right now!

I'm trying to work out if I can get a sailor's passport, who issues them (govenment or international agency), what you need to do to qualify, that sort of thing.

It's a start anyway. It seems a it is a Seamen's card not a passport.
