Can someone help me resize this picture for my DU aviator

Because anyone who would think that the Clenis doesn't know the difference between an avatar and an aviator could rightly be labeled a "dickwad."

Now, in answer to the original question, the answer depends upon what platform is being used. Mac OS comes with free iPhoto, for example.
