Stupid-ass neighbor!
The neighbor left his dog tied up outside today. Nevermind that we are going to have a high of about 15. To add insult to injury, he put out a metal dog dish... (anyone remember that scene with the metal pole in A Christmas Story?) I've phoned the police to come help him.

2. What a fucking moron.
I will never understand why people get pets then toss them outside for 20 hours a day. The fucker who owns that dog would probably be crying like a little girl if he was outside in a coat, scarf and gloves in 30 degree weather. Does he have any shelter? It is a considered a crime in most areas to have an animal tied outside with no shelter, food, or water.

Also, you could try the SPCA or local Humane Society. They usually have humane officers who can go talk to this guy (or, if it was me, thump him around a lot).
