How come some stores don't carry all the peep colors?

How come some stores don't carry all the peep colors?
Only Walgreens has the albino (honkey white) peep.

Only Target has that godawful blood-red color peep.

But they all have the typical pastel yellow/lavender/cyan/pink colors.

Is the white one a special variety too?
