Photoshop help!!
I am a complete simpleton when it comes to Photoshop. Can somebody help me?

I want to make a bumpersticker template because I got railroaded into a project for the Legion...

15" long and 4" high

The design would be divided in half horizontally, effectively making two sections of 15" x 2", one "on top of" the other.

I want to be able to set it up so I can select different colours for the background of each section, and then write in coloured text over each background. example: top section yellow background with blue lettering, bottom section blue background with yellow lettering. OR, top section with black lettering on a red background, and bottom section with white lettering on a black background.

Sounds simple, right?

Wrong.

I can't even divide and colour the backgrounds. I suck.

Open Photoshop, select 'New' from the file menu. Set units to inches, then set size as 15" wide by 2" high. Select the entire area. Colour it for contrast using the paint bucket tool, in some random colour. Ctrl + c to copy the selection. Then repeat step 1, only this time make the new image 15" by 4". Paste your 15" x 2" selection into this after colouring it for contrast, adjust to appropriate position with the cursor tool. Then save as PSD to retain layer information, and you can recolour as needed (just make sure 'Show Layers' is selected from the 'Window' menu)and also do drop-shadowing & etc on the individual sections, and add a text layer on top. (note that before you add the text you'll want to merge the visible layers.)

5. You might be better off
using Word as your layout app. If you have MS Office, you also have MS Publisher (lots of people forget that). MS Works also has some sort of layout program, methinks.

Photoshop isn't a good layout program. Lots of people use it that way, but that's not what it's intended for.
