Miami Beach in general, South Beach in particular.

1. Pedestrians in and around Austin seem intellectually deficient.
They don't look before crossing roads, they cross diagonally instead of perpendicular to the curb, and the weirdest thing, they love to stand in the middle of the road to talk. I don't mean standing by the curb on a cul de sac, either, I mean they stand in the middle of regular through streets, as though cars were unable to hurt them.

It's like a veritable canned Darwinian hunt for a motorist.

At least from the perspective of pedestrians. Aggressive enough to jaywalk in front of some of the country's most aggressive drivers.

3. Chicago
I've never been able to figure out how two people walking abreast on a six foot wide sidewalk can somehow take up the whole sidewalk. There are even some pros there that can do it solo.

They will cross against the light, looking right at you as you lead a column of traffic at 35 MPH.
