4. If she's doing any electrical work she will definately need a permit.
She may need a permit for plumbing and for structural work. She could probably get away with not getting these if the work is all inside but that can be dangerous...especially electrical stuff...and if she's doing this to sell the house, a buyer may want to confirm that the work was done legally.
If she has a contractor who is not licensed by the state, she should also worry.
