What does all the "short of victor bravo" and "victor alpha" etc. mean?

It sounds like Victor is a line of some kind - the entry point of a runway, perhaps?

7. ATC
I have the utmost respect for all ATC personel, one of my best friends and one time neighbor
was the chief of the control tower here, and moved to DC and was head of the Flight Data Center
for a while!!!
