CITY HALL. City Councilman Simcha Felder is taking aim at the city’s iconic birds and the New Yorkers who feed them, announcing a bill yesterday that would create a “pigeon czar” and a $1,000 fine for anyone caught giving the birds a free meal.

1. Geez, I don't see that the pigeons are really that much
of a problem.

Judging from what I'm seeing in the subways, the rats are becoming a much bigger problem. :(
