I thought it was "Eastern girls and Western boys" as in East Germany and West Germany.

So it's about gangs in diff parts of a city?

2. I think it's a rough side of town/cushy side of town kind of deal.

At least, that's what I got out of it. Reminds me of the movie "The Outsiders".
